Hi Gregory. We have examined this idea. The issue is that once a user has the ability to create a user, then they are able to create another user which has full admin rights. This represents a security issue. We are not able to grant partial access to admin function, specifically User administration

it would be great to have the ability to grant certain administrative functions without making someone an administrator. For example grant someone that ability to manage users without also granting them access to system configuration settings. Also i can see the possibility of needing to grant someone the ability to perform password resets or update account information (not security groups or access) also depending on the size of the customer.
